to INSTALL utlraw:

o cd $ORACLE_HOME/rdbms/admin
o connect as SYS or INTERNAL only using SVRMGRL o _at_utlraw
o _at_prvtrawb.plb

source code -- you get the spec in source code (utlraw.sql) the body is wrapped (obfusicated) however -- prvtrawb.plb
