How can I fill the fields "Short Label" and "Long Label" for dimension

Hello All
How can I fill the fields "Short Label" and "Long Label" for dimension using Oracle Express Objects 6.3.2 (by program)
Now I can fill only field "Value" by MAINTAIN command
