Problem with INTELIGENT AGENT

I can't connect from OEM (Menagement server to Intelligent agent) My OEM is installed on Windows 2000 and my database and intelligent agent on Linuix RedHat 6.2
I can connect from win2000 to linux (sqlplus, dba studio, .....) via net8.
Message from OEM - ... node do not have intelligent agent or network down or slow.....
When I try ping (tns ping on port 1748) from win2000 to linux, my time of
ping is about 1010 ms.
When I try ping (tns ping on port 1748) local on the same mashine my time of
ping olso is 1010 ms.
