it seems that the user who tries to create this procedure is missing the appropriate privileges on the web toolkit, OR that synonyms for the web toolkit packages are missing OR that the web toolkit is not installed.

check:

• ...that the web toolkit packages (htp, htf, owa, ...) exists. Eventually, run the script owains somewhere in the OAS distribution.
• ... that the user has execution rights on these packages
• ... and that the user has a synonym for these objects (or that a public synonym exist.)

Not sure if it works at all on 7.2. Is 7.2 still supported ?
