It is not a bug, it is a feature.
All v$ object you usually select from are synonyms on views in SYS. v$session is a synonym for v_$session and so on. So...
You need to connect as SYS, and grant select priv on v_$parameters to the designer owner.
You currently have access thru a role and you need direct access.
