required select grant on non-existing sys.view !

hi,
i've just installed Designer 6i.

When i checked the requirements for installing the repository, all needed grants are there, but
[Quoted] i did notice though there is no such view as sys.V_$PARAMETRS !!!

Can anyone help with this. Is it a bug or what ?
