Save your self some coding/copying problems:
Add an entry to the registry ( be careful ) in
HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE
add a new string value called TNS_ADMIN and for its value data enter the full path to
the newest ( the 8.1.7) Oracle_home/Network/admin location
All Oracle tools will now look in that location for connection info...
