You are running exp from the client not from the server. Hence NLS_LANG in the registry in hklm\software\oracle must be correct. Or just don't use a direct export.
How do you expect things to work when you don't configure it correctly? Issues like this are documented. Oracle is not a toy! Sorry, just being a bit annoyed about your final remarks.
