8.17 is another version, maybe the headers changed. If you use the 8.1.6
export utility to export the data from your 8.1.7 database it should
work.
The character set problem seems to be, that there is no possibility to
convert the characters from your 8.1.7 to the characterset your 8.1.6
db is using (e.g. your 8.1.6 uses US7ASCII and your 8.1.7 uses UTF8).
