How to have Oracle database dial and send voice messages?

Hi,
I'm looking for a simple method of having an Oracle database server (8.1.7) telephone an end user and say a pre-determined piece of text i.e. when a procedure determines the need to send voice message it does it!
Any thoughts on tools and approaches?
