DESIGNER 6i - CUSTOM WORK AREAS

In designer 6i (release 4) I want to create a custom work area, but the Workarea Wizard menu option in the RON is disabled (even if I connect as the repository owner). What gives?
Are custom work areas only allowed if version control is enabled??
Any help would be much appreciated.
