Connect time for Developer 2000 tools

[Quoted] We moved our Developer 2000 tools from one NT machine to another. We are a 7.3.4 database with Forms 5.0. The connect time for all the tools went from 3-4 seconds to 30 seconds. We noticed one file in the new ORANT/BIN/NETWORK directory that was not in the old directory: ntusnt.dll. Whenever this file is renamed, connect time is like it used to be.
