Menus and background images

Hi,
The forms I run do not full the whole screen, and I have been asked to put
an image into the background.
I have looked into the menu document and cannnot see how this would be
inserted, especially as there
is no layout editor available.
Does anyone know how it can be done, pref. through the menu as I do not want
to amend every form
we use!
