What operating system?

On NT you can use oradim.exe to drop the Oracle services and recreate them with a new internal password.

Each O/S has a way of doing it.

But it would be really helpful to see the ORA-##### message you are receiving as I highly doubt your problem is the passwords since it seems you have not modified them.
