No, not at all. You are not allowed to distribute your applications though.

The Personal version is a full version, ie it is the Enterprise Edition without functions that don't apply at the desktop (RMAN and the like) As with any Oracle server version it doesn't come with front-end tools, except sql*plus and Oracle Objects for Ole, OCI and an ODBC driver. Vb apps should run seamlessly using Oracle Objects for OLE (which is a native driver with an DAO like interface, while ODBC runs on top of sqlnet)
