Good question. Assuming that you can access the database from other client machines have you?
- Tried TNSping from the client machine
- Replaced the client machine's TNSNAMES.ORA file with one that you know is correct.
- Done the same with any SQLNET.ORA file.
- Gone to http://metalink.oracle.com and looked up similar reports
