I have been pretty happy with arsDigita's Cassandracle suite: http://www.arsdigita.com/free-tools/cassandracle.html

It doesn't have capacity planning from what I recall, but its performance monitoring is neat, it has tools for handling deadlocks I've never seen before, and you can(&should) add ns_cron jobs to monitor Oracle status over time (eg, how fast does this tablespace grow). For novices, it's doubly useful as each page links to relevant information about Oracle problems; which often take some experience to know. It might take you an extra day to familiarize yourself with AOLserver (the webserver it runs on), but it might be worth it.
