I searched Metalink about that and it seems it was not (is not?) supported until 24. Jan 2001 including Oracle 8.1.6.1.0. It is also not showing up in the products contents listing of versions up to 8.1.6. It shows up in version 8.1.7.0.1 EE.

Another entry in the forum said it must be installed in a second run of the installer (installing Oracle Client).

If that does not work it may still be unsupported on Linux.

Have you searched the forums at technet.oracle.com?
