Run "archive log list" from svrmgrl, and check the status. I believe the db is in archive mode, but automatic archiving to disk is disabled. That means that you have to switch the log file manually.

(And at the point when db is switching log file, everything is stopping if you do not switch manually...)

Decide if you want archiving or not - and also automatic archiving or not.
