You need to have your database set up in your tnsnames.ora file, which is maintained via either SQL*Net Easy Config or Net8 Config. Then, this file needs to be in the path in your TNS_ADMIN (I think) registry entry. This way pretty much any client-server connection from your PC knows how to connect to Oracle.
