You can use the standard security features of Forms which is based on database roles. (You can find detailed instructions in the last updated Forms User Guide which is for Forms 4.5)
If you want to build an own security system, you will have to work a lot with it. We did it, because we had to. If you don't need more than 32 roles per user then I suggest using standard security.
