I tried JDeveloper 3.1, and my general impression is that it has to many bugs to use it in serious development. (Some of the wizard generated codes simply didn't work,or had serious problems) Maybe later versions. Anyway, the JDeveloper IDE is an extension of the JBuilder IDE (it is licensed from Borland).

I suggest to use JBuilder 4 (I use it for smaller developments, at the moment). The IDE was improved a lot (compared to the one in JDeveloper 3.1), and it is quite stable. It is not so tightly integrated with the ORACLE RDBMS but its controlsets are better than JDeveloper's (They have a totally different database management controlsets, because ORACLE developed an own set instead licensing JBCL with the IDE from Borland.)
