Can't create application container in Dev 6i

I can create a container of type folder, no problem but can't create an APPLICATION. According to the documentation:

Note: You must have the Containers repository privilege before you can perform this operation. The repository owner can assign this privilege to you.
To create a container:
- In the Navigator window, select a workarea name.
- Click . (gif of "create child" button)
- In the Select Type dialog box, select the type of container you want to create and click OK.
- Type the container name.
- Click . (gif of save button)
Step 3 never happens. It just automatically creates a "folder" type application.
Did I not install the repository correctly? what's the problem?
