special characters in web applications

Hi,
does anyone know how to administrate the system for special characters
like "degrees celsius".
We use Oracle developer to run web applications on a UNIX server, and IE5.5
as
a browser on the front end.
Now, if one types in special charakters on the PC browser , Oracle stores
something
else and, more worse , displays different characters when quering the data
again...
The database -, shell environments and the home page is set to iso8859-1
charcter set,
but still it doesn' t work *g* !
