Creating Oracle ODBC DSN

I've used this API successfully to set up other ODBC datasources
(including an Oracle DSN for the Merant ODBC driver), so I'm assuming
that the documention is wrong, or there's a bug in the driver.

Has anyone had any success doing this with the Oracle ODBC drivers?
