Oracle 8i, reports & Form 6i

Hi,
I've succefully installed Oracle 8i and forms 6i in the same station(windows 98 and in the different home). When I want to connect myself in the starter database in Forms 6i(scott, tiger or system, manager), I got a the following error message: Oracle is not available.
Someone can help me to resolve this.
