There are three/four other tools :
SQLNavigator by Quest
TOAD by Quest
SQLProgrammer by BMC
freeware/shareware version of TOAD at www.toadsoft.com
I have used all of these. All are much better than the Oracle tools. Most have a debugger -- no need for dbms_output statements.
