Can't get modc to work on vms-alpha

Hi
I'm trying to compile a sql module for Oracle 7.3.4. but:
$ modc test.mc
Oracle SQL*Module: Release 1.1.5.0.0 - Production on Thu Dec 7 14:02:11 2000

(1) MOD-I-00068, Could not find or open system configuration file
System default option values taken from: /precomp/admin/pmscfg.h

config file
First of all I can't find any deep documentation on SQL*Module.
Where do I have to put that config file, and what is the layout of
it?
btw. /precomp/admin/pmscfg.h isn't an vms path???
