Help with Designer 6i User Setup

[Quoted] I have successufully installed oracle designer 6i and the repository. I have been able to access Designer using the repository owner but not with any other users that I configure through the repository administrator. The error that I get when loggin in with any user other that the repository owner is:

This user does not have an installed Repository. Invoke the repository Administrator Utility.

I am hoping this is a simple configuration issue that I am missing. Any help would be appreciated.
