Help: odbctst.exe getting Access Violation (0x0000005) at (0x04c05e14)

I've done a fresh install of 8.1.7 on NT4.0 SP6 and when I run the ODBC Test application I'm getting Access Violation (0x0000005) at (0x04c05e14).

Has anyone run into this and if so how have you resolved it?
