OAS 4.0.8.1 listener - file sharing violation

running on Win NT 4.0
Issue :
Error on updating static html file that is configured using OAS listener
using Basic Authentication. We get a sharing violation error on NT
when this file needs to be updated, there is no other process running
on the machine that is using this file when this error occurs.
When the OAS listener is stopped, the error disappears and we are able
to update the file. The file has "Full control" with read/write/delete
permissions.
The error description is
"Sharing violation" or
"The requested operation cannot be performed on a file with
a user mapped section open."
Any help to resolve this will be appreciated.
