Oracle Portal 3.0 Help Missing

I have installed 9iAS with Oracle Portal on a Solaris 2.7 system. All works fine except for the main help.
Context help is available for subwindows, but Oracle Portal Help on the main page (or the ? on the navigation bar) is not found.
