Oracle Portal3.0 navigation bars

I have a big problem with Oracle Portal 3.0. I have to intergrate the corporate design into my site using portal. A have to build at least 2 navigation bars. (Horizontally and vertically additionnal to the one built in into the Portal) But I don't know how. I don't want to build portlets for every different navigation bar!
Any ideas?
