Tim,
Thank you for replying . After installing the client software and trying to install a repository again I got a new error message:

Program already loaded:
The RAU was making a call to another executable which it was unable to invoke
because an instance of that executable was already running on the client.

I have no idea what program might be running already, since I closed everything else.

Any idea?

You need to install Oracle 8.16 Server client in the same machine using different Oracle home. The Exp.exe and Imp.exe are in the Oracle 8.16 server client. Also, you need to change the registry to let them work
