Designer 2000 Install help required on Win2000 machine

[Quoted] I'm trying to install Designer 2000 on a single development machine and have [Quoted] the following setup on the machine.
I have Oracle Server 8i 8.1.6 installed in Home = OraHome81. I have also installed WebDB in Home = OraWebDB.
When I try to install Des2000 using the Homes I get "location is already used as an Oracle Home for 816 production and cannot be used as Oracle Home". It won't let me enter another value in the Home field at install time.
This is my first attempt to install Designer and I can't get it going I would appreciate any help to get it running and the steps required. I'd like [Quoted] to install the preconfigured DB.
