There is no separate client and server install. Just a single install, which you can use under Windows NT. You can share this and get clients to map a network drive.

HOWEVER: JDeveloper is NOT certified against Windows 98, no matter how you install it. It may, just possibly, work some of the time. I know for a fact that debugging for one thing doesn't work and the IDE is prone to hang from time to time.

I believe Win98 support may be coming in the 3.2 release, which is going production as we speak and will be available next month.
