PL/SQL External procdures in C-cod for Oracle Server 7.3.3/7.3.4

but is there ANY way to call C-cod from PL/SQL in Oracle Server version
7.3.3/7.3.4.
Read somewhere that is possible to do it in a Wrapper declaring an procedure
as external,
