Portal 3.0 Beta Language Problem

Missing string(create_grp_link) language(d) domain (wwc) sub_domain (sec)
I put the following into Oracle\admin\portal\pfile\init.ora
nls_territory = "germany"
nls_language = "german"
but this did not help. Is there anyone who knows the problem and found a solution?
