file upload in WebDB?

Hi all,
I am new at Oracle 8i, PL/SQL and WebDB. I am trying to get a webpage going (using these technologies) that will allow me to upload files to the database. I want the general public to have access to it without having to login to WebDB. Sort of like how in geocites.com a person can upload an image for their personal webpage (totally different application though). Can anyone guide me in the right direction?
