The webserver they are now selling (iAS) is "powered" by Apache. You could use it with any other RDBMS, you just won't get the tools to do that included with the package from Oracle. It doesn't support ASP, but you could redirect certain URLs to an IIS server. It DOES support JSP and servlets (both far better than ASP IMHO). The other tools you mention are all industry standards compliant and given that Oracle participates on a large number of these industry panels (a la XML) it isn't surprising. Their XML parser is available in a number of flavors. If you are developing Java and/or XML soultions with Oracle take a look at JDeveloper (you can download this free from OTN). It certainly isn't perfect, but it does a great job of making development and deployment of complex* java based applications with Oracle much easier.

*note that it does next to nothing for the trivial java program or novice programmer.
