Personal Oracle and Windows 2000

what's about Personal Oracle? Do I really need to install the Oracle 8.1.6? Referring to David's mail I'd like to install Oracle on my Notebook for learning purposes only (that means primarly PL/SQL with SQL*Plus and common DBA-Tasks).
