Oracle Designer for the first time

Hi all,
After creating a repository for a user I was trying to run the Oracle Designer for the first time. It prompts the "Application System" dialog box, which will supposedly let me to create one, BUT what I am getting from a "Application System" creation is a : "ORA-01403: no data found" error message. I was thinking this might be because of user some privileges restriction. I grant all the privileges.... BUT NO effect !!! Please help, drop a clue...
