Hi,
Oracle 7 is not using Net8. Depending on the version it uses sql*net 2.X Why don't you download and install Personal Oracle 8i for Windows 98 from OTN?
check out http://technet.oracle.net
Install Personal Oracle 8i (8.1.5 for W98) and configure the Net*8 (listener.ora, tnsnames.ora and sqlnet.ora) and install Developer you will be fine.
