JDeveloper is built right around JBuilder. Oracle bought the rights from Inprise (formerly Borland) to use JBuilder as a basis for JDeveloper. I've found that while JBuilder Professional has the tools necessary to create database apps, JDeveloper does it a little more nicely. Personally, I'd use either one as both are good tools.
