How to compile Pro*C program??

Hi,

    I found a subject in http://browne.pair.com/     which use to "EMAIL- send e-mail from the database"

    and it contains a pro*c program (named oraclemaildaemon.pc),     how can I compile it? (Digital UNIX V4.0D/ Oracle8.0.4.1.0)

    Should I compile it in OS prompt, or in SQL/PLUS environment?

    I had try "make -f makefile.mk oraclemaildaemon.pc"     it reponse :Make: Cannot open makefile.mk. Stop.
