upgrading to 8.0.6 ODBC error

I have upgraded from oracle 7.3.4 to oracle 8.0.6 on a Windows NT workstation. Using SQLPlus I can connect to a database. However when I create a ODBC driver under the system DSN - The connection test fails. This problems only occurs when upgrading a system - a new install works fine. The client will not allow me to uninstall all oracle components for a clen\an install.
