You need to rerun
%ORACLE_HOME%\rdbms\admin\catalog.sql
[Quoted] and catproc.sql in the same directory, using svrmgrl. Please issue a spool command before starting this.

Replace %ORACLE_HOME% (NT) by $ORACLE_HOME (Unix).

There has never ever been a separate pl/sql admin directory.
