Yes they did but you could convert 2.3 forms to 3.0 forms without changing the triggers.

I have converted forms 3.0 to 4.5 and up for three customers. The 4.5 forms compiler has a section for converting 3.0 forms to 4.5. After the conversion, if there are no 2.3 triggers you will have a character based form. I recommend that you use a template and copy the information into the template to make the forms GUI.
