WebDB/TNS could not resolve service name

[Quoted] Installing oracle8i, Forms, Reports and WebDB was a real adventure but
everything is working except WebDB. After I enter URL in my, user name
and password I get the following error:
'Database Log In Failed
TNS could not resolve service name
Verify that the TNS name in the connectstring entry of the DAD for this
URL is valid'
Has anyone seen this error before?
