Forms 6i not connecting TNS error

I am using Oracle 8i and have installed Forms 6i in different homes, I used net8 assistant and set it up to connect to the database. I ran the test and it connected fine. When I startup the forms builder and attempt to connect I get a TNS 12154 can't resolve names error could someone help me get around that. I am running win2k.
